First 100
Days Just 11% of the $3.9 billion awarded in
stimulus contracts during the first 100 days were
awarded to small businesses. INPUT, a Reston, VA-based
research firm, issued a report card that examined the
success of the first leg of the American Recovery and
Reinvestment Act and gave
mixed grades. INPUT found that while nearly 90% of contracts
were awarded through competitive bid, only 18% of those
were fixed-price, despite the President's outspoken preference
for this type of contracting. Nearly all, or 94% of the
Federal contracts issued so far were awarded against
pre-existing deals, including contracts that were held pending
funding allocation.

Summer of
Stimulus
There's been nothing but rain this
spring in the Northeast, but that's been
nothing compared to the steady downpour of stimulus
spending across the country. Now we hear that the
White House is ready to spend. Seriously. Hold
onto your rain hats, folks: Vice President Joe Biden
announced earlier this month that they're picking up the
pace this summer with the release of 10 major
initiatives, including RFPs for infrastructure
improvements. |
Speed of
Spending As if they haven't been spending
fast enough: Research firm INPUT analyzed the
Government's rate of stimulus spending and reported that
the Obama Administration is on track to spend $294.1
billion by September 30, 2010 if it continues at its
current rate. The administration's own goal was to
spend $350 billion by next September, which gives you
some idea of the velocity with which this money is
hitting the street. |
Drinking from
the Fire Hose And don't we all want a piece?
It's only natural to want to grab as much as you can while it's
out there, but the sheer volume of RFPs alone is
straining some organizations. It's times like these that
can expose organizational weaknesses in capacity and
even management - and present your best opportunities to
strengthen your organization for the long-term. Consider
focusing on what you do best, and pursuing the
opportunities that let you do more of it. Create a
program or service model that is scalable and flexible
enough to maximize the current opportunities. And think
long-term, knowing that all the money that is flowing
today could very well be taken away
tomorrow. |
