Accessing
Opportunities Because the stimulus
money is being channeled through Government sources,
the stimulus bill has been a boon for lobbyists and
industry trade groups, who may be business' best source for
access to contracting opportunities. Nonprofit organizations
such as the American Association of Grant Professionals and
the National Council of Nonprofits are monitoring new grant
opportunities and issuing reports on their websites. And both
the feds and the state are providing web reports on websites
especially designed for the stimulus bill:
www.recovery.gov for the Federal Government and
www.economicrecovery.ny.gov

Advantage of Stimulus
Money?
Understand that
the Government sees stimulus money as a way to create or
maintain jobs. You may be looking for revenue, but
unless you can explain how your revenue translates into
jobs and economic development, you may have a hard time
getting through the
door. |

Contracting Opportunities The
infrastructure projects at the heart of the stimulus
bill will most likely be channeled through the state
agencies addressing public works, highways and
environmental conservation. If you haven't
started talking to these agencies and their staff in
charge of small business and minority business outreach,
yesterday was a good time. |

Nonprofits as
Partners to
Government The stimulus
package considers humans services - senior nutrition
programs, community arts projects, job training for
adults and youth, community service opportunities for
older adults, Section 8 rental housing assistance - as
vital to our economy recovery. For these priorities,
state agencies addressing the arts, health, seniors,
housing and education will be seeking nonprofit partners
who can deliver the services. Nonprofits who have the
experience, capacity and understanding of Government
needs and contracts will likely be the first to
benefit.
Perhaps the best
news for nonprofits is that the Federal stimulus package
has taken pressure off states to cut programs to
keep the budget balanced. Nonprofit funding sources may
be stabilized for this year, meaning that for many,
operations may be more sustainable than previously
thought. Further, new opportunities may be created; for
instance, State Fiscal Stabilization Funds may be used
at the Governor's discretion to fund high-scoring
educational grant applications for which there had
previously been no money. In this instance, an
afterschool program may be considered "shovel ready" and
eligible for stimulus funding. |
