Elections and the Budget 
Congress returns to DC to address capital creation for struggling small businesses and decide whether to extend the Bush tax cuts that are due to expire this year, but don't expect much progress on the budget. After being introduced with much fanfare in February, funds for Obama's budget and all the innovative grants and contracts promised within it have never been allocated. To do this, both houses of Congress need to pass appropriations bills that are still foundering in committee. To keep the Government afloat as Fiscal Year 2011 clocks in on October 1, Congress is expected to pass a Continuing Resolution to fund agencies at current levels.

 

No meaningful action will be taken on the budget until after the November elections - and the outcome of those elections may determine the amount and type of spending that Washington doles out.  Polls indicate a strong anti-spending sentiment among voters nationwide that is expected to cost the Democrats several seats in Congress. That message may curtail spending, or may inspire even greater spending by the President, who begins campaigning for his own re-election as soon as the votes are cast in November. Our bet is that we'll see more grant spending for education and human services, but less money for business contracts in the coming year. We'll keep a watchful eye and report back in our December newsletter.

Proposal Pro Wins More Than $100 Million for Clients

  • A $350,000 contract for the demolition of buildings in New Orleans.
  • $342,000 over three years for workforce training for out-of-school youth in Staten Island, NY from the New York City Department of Youth and Community Development.  This award was the largest Government contract this organization has ever won.
  • $100,000 from the National Recreation Foundation to bring tennis and education programs to military families.
  • $75,000 in nonprofit security grants from the New York State Office of Homeland Security for improvements in security at a Bronx community center.
